Once a pet becomes a child in moral language, ordinary accommodations become rights and ordinary tradeoffs become cruelty. The incentives are excellent: the owner receives the moral status while the landlord, insurer, or employer receives the bill. Dogs should be treated well. They do not need a civil-rights framework.
